I am not sure if this is correct but your versions of the kernel and ivtv may not have the LNA turned on causing this problem. Basically the LNA is an amplifier and if it is turned off you will get a snowy signal. However turning it on caused me to get artifacts (horizontal lines on all channels) so I ended up replacing the card with a PVR150.
