Done.

For the record, the permissions problem also caused mail not to work even once configured. It was set to Group (Anyone) but must have come from the old instance. Deleting that and re-adding with the real Anyone fixed it. I hope that makes sense to someone :)

It should be sent to [EMAIL PROTECTED], but it doesn't seem to be. This is certainly my fault, I didn't ask for that on the issue asking infra folks to
migrate JIRA. I'll add a comment on the issue to ask for that.
