moving to 2.0.0alpha1

I'm moving to 2.0.0.alpha1, to see if I can get a version of cargo with 
a long standing bug fixed...cargo is one of those classic 
interdependent-m2-poms that are a dog to interpret kind of projects.


First off, I'm getting a very slow response from the (non-httpclient) 
URL code, which is going through a proxy server to the normal ibiblio 
mirrors. Slow as in 30s pauses where nothing seems to happen. Is there 
some code that tries to hit a URL directly before going through a proxy 
server?
