The problem is simple, you are fixing ant versions.
You can see the problem if you use the trunk version of ant.
Ivy downloads ant.1.6.5.jar into its rep ($IVY_SOURCE/lib), and then uses
that from within an ant trunk ant call. The ant.jar on the
classpath contains an antlib.xml that has new tasks in
it.
