If the ivy.settings.dir variable is dependend from the way the settings file is loaded, I think the usage of it should be discouraged because it will be a source of configuration problems which are hard to track. But I understand your concern for backwards compatibility, so introducing the ivy.settings.base.url variable is ok for me.
I think we should also update the examples on the website to use this new variable because they won't work if the settings file was loaded with an URL.
