Indeed, I have the problem too. I'll try to have a look when I'll get a minute, but I think the workaround is to check out ivy whole site: https://svn.apache.org/repos/asf/incubator/ivy/site/
Then the tutorial inclusion should work fine, and since it's only an svn:external you can make your changes there, no problem.
