This is how Ivy interprets the pom, defining a master and runtime conf. Maybe you already have an ivy.xml in your cache for commons-httpclient#commons-httpclient;3.0 which doesn't define those configurations. Try cleaning your cache or using a different one to see if it fixes the problem.
