IvyDE and ivy.settings.dir

Ivy DE is failing to parse my ivysettings.xml, complaning that it can't find a 
path to a referenced properties file.  The path to the properties file contains 
the variable "ivy.settings.dir" (e.g. ${ivy.settings.dir}/ivy.properties).  My 
guess is that Ivy DE is simply not resolving this variable.  Is this a known 
issue?  Is there a workaround?
