You do realize that the Xerces 1.x codebase was abandoned almost 7 years ago
(and Bugzilla abandoned for years as the issue tracker). Unlikely that this bug
will ever be fixed on that stream unless you do it yourself on your own fork of
the source.
Xerces 2.x is the current generation. Still developed, well maintained and
unlikely to have this problem. Try it.
