Whether changing the name of the constant is a good idea or not it's way too 
late to be making this change now. Although org.apache.xerces.impl.Constants is 
an internal class there are many applications which reference its constants. 
Altering the name of INCLUDE_IGNORABLE_WHITESPACE may break someone's code.
