Here is another try. It doesn't automatically sign the files before upload to
the Apache Staging Repository, so that becomes a manual step much like the
existing step for signing the distribution. It also includes the same
modification to build.bat that I had made to build.sh.
This time I tested the deploy-to-apache-repo target and got the expected 401
response since I do not have credentials to upload.
