Alberto and I have been cleaning it up, but I'm getting tired of seeing it
(almost) every day. :-)

The solution projects appear to be using to fight this is to set up an
AdminGroup [1]. This means only a trusted group can post to the Wiki,
rather than having it wide open like it's historically been. We can grant
access to people who ask for it, so this isn't going to block legitimate
folks from being able to post content.

I propose we ask INFRA to set up an AdminGroup with the following active
PMC members (Wiki user names):

Michael Glavassevich
BorisKolpackov
AlbertoMassari
Mukul Gandhi
GarethReakes

The infrastructure team would like to see that there's consensus with the
community before projects request this change, so I'm calling a vote.
