In light of the discussion so far, I don't think there is any issue with 
Xerces's implementation of XSD 1.1 structures as per the examples posted by the 
gentleman opening this bug report. The issue is with our JAXP implementation as 
per the examples posted (ref, 
http://xerces.apache.org/xerces2-j/javadocs/api/javax/xml/validation/Schema.html).
