Most of the tests use a very old-fashioned (1990s) approach to testing that
relies on running code with main() methods. JUnit tests we do have don't seem
to run as part of the build. Convert these to automated JUnit tests.
Before undertaking note what is not being asked for here and should not be done
as part of resolving this issue:
1. Converting the build system to Maven or anything other than ant
2. Upgrading JUnit tests to annotation based JUnit 4 tests and certainly not
upgrading to JUnit 5
3. Refactoring non-test code
