True, Cp1252 is the default encoding under Windows.

Changing the default has no effect when saving an existing bib file,
because the encoding written in the file header will be chosen
regardless of the default. However, you can change the bib file's
encoding under File -> Database properties. This should do the trick
in your case.

When creating a new bib file (or starting from a non-JabRef bib file),
the default you have chosen in JabRef will be used. If the bib file is
then moved to other computers, the encoding should be kept as long as
the file is only handled using JabRef.
