I found the solution to this problem.  It's fairly easy to share these.
 What is needed is the entry type that is listed at the bottom of the bib
file if you read it as text only.  So if you created this file in a text
editor:

@comment{jabref-entrytype: Meta2: req[author/editor;year;title;stuff]
opt[nt;ee_phi;pa_phi;dp_phi;disc_phi;time]}


Saved it as a .bib file and then opened in JabRef JAbRef will ask you if
you want to keep this custom entry type.
