I see that I should have elaborated my question. There is in Options, Custmize Entry Types, an opportunity to select a field's name for a BibTeX document type, and then rearrange the order of the fields, Apply the order and say OK to exit the dialog. But these changes don't stick. When I restart JabRef they are lost. So I had assumed that I was not following the proper procedure to alter the order of fields.
