Which component/repo is this with?

`jackson-base` is a new addition, and bit sneaky one at that -- it comes
from `jackson-bom` repo, and is refactoring that eventually helps us make
`jackson-bom` only contain version info and not other settings Jackson uses.

I will try to remember to do mvn deploy on it tonight, but until then you
can clone `jackson-bom` locally, do `mvn install`.

Another thing to note is that we are going through 2.9 -> 3.0 upgrade of
repositories, and for bit longer some repos have `master` still at 2.9.x
version,
while others already have moved `master` to be for jackson 3.0.
Since most fixes are likely to be for 2.9 (3.0 is a major version change,
and its release will take longer than typical minor versions -- so any
fixes there will not be released until some time in 2018) this may require
some juggling.

I will send a note on 2.9 -> 3.0 move, and will try to speed up branching
of existing repositories, to make thing less confusing.
