that is a plain Eclipse update site, it is not browsable.
You can check your network setup with this URL:
http://update.eclemma.org/content.jar
Make sure you have correct proxy settings in Eclipse.
You may check http://www.eclemma.org/installation.html for alternative
ways of installation.
