As stated in the documentation on page
https://www.jacoco.org/jacoco/trunk/doc/maven.html

When using the maven-surefire-plugin or maven-failsafe-plugin you must not
use a forkCount of 0

Even tried <argLine>-Xmx1024m -XX:MaxPermSize=256m</argLine> and
> <useSystemClassLoader>false</useSystemClassLoader> but none of this worked.

Please also carefully read page
https://www.jacoco.org/jacoco/trunk/doc/prepare-agent-mojo.html

I tried removing argLine in maven-surefire but I can see "The forked VM
> terminated without properly saying goodbye. VM crash or System.exit called?"

This message should be accompanied by others such as:

[ERROR] Please refer to /tmp/example/target/surefire-reports for the
individual test results.
[ERROR] Please refer to dump files (if any exist) [date]-jvmRun[N].dump,
[date].dumpstream and [date]-jvmRun[N].dumpstream.

Please read what is written in these files.

Regards,
Evgeny
