In particular:

The address option needs to specify a public interface of the server. By 
default JaCoCo only binds to the loopback interface and is not accessible from 
remote. Using “*” will bin to all interfaces.
Make sure your server and the JaCoCo agent port is not accessible from the 
public internet. Use private networks or ssh tunnels. Exposing JaCoCo agent 
tcpserver to the public internet can create serious security issues.
