[VOTE] Doug Sale as Commons committer

Hi all,

As promised, I'd like to nominate Doug Sale as a Commons committer.  Doug is
not currently a Jakarta member, but he has contributed significant code
(mainly bug fixes) to HttpClient, and he wrote about one-third of Latka.
