[cactus] automated tests with Orion won't start

Guys, I have a problem, most likely a configuration issue, where my tests
are executing.

The orion server access log is recording the requests for the testURL and
they are successful, yet it (cactus-ant client) continues to request the
testURL and doesn't start the actual tests.

Any ideas?
