Yes! Exactly right!  Otherwise you run the risks of forked projects,
and I don't think JAL is popular enough for that.

So, either JALLIB is a tightly held, strictly ruled library with a few
contributors, or it could be something a bit more relaxed with more
diverse authors.

I think the comparison should be a Linux Distro, like Debian/Ubuntu,
not the Linux kernel itself.  Very few people would care about the
Linux kernel, if there weren't a huge, diverse set of applications
that run on top of it.  Most are open source, with written with
countless different 'standards'.
