Committing a new file doesn't imply it will be released automatically.
Only files which are in TORELEASE will be released. The committer of a
new file is reponsible for updating TORELEASE.
And yes, updating TORELEASE is good old handcraft and is sort of a
stepchild for most of us (same for CHANGELOG!).
When you are going to updated TORELEASE, please keep the sorting
sequence. I use a little script to analyse its contents, like a check
for duplicates, check for at least one sample for every device file, and
more.
I'll attach the latest output of this script to show how many samples
and other files are pending (will not be in the next release when
TORELEASE is not updated).
