There's a kind of feature freeze meaning TORELEASE file can't be modified (I've just added an exception to the wiki page, a lib can be removed...). Now if there's a bug in a file declared in TORELEASE, and if it is fixed, then it should be included.
Beta itself isn't promoted, final release package is re-generated from scratch.
