Certainly correct.

Yes.  Support remains somewhat limited, and exactly what feature set you
get depends on the patch.  The only one that I know of that is both in
the source tree and is used in a production situation is the
JdbcVirtualUserTable mailet.  You might want to take a look at that.

High on the priority list for 3.0, but that release is still in the
early planning stages.

As I said, check out the JdbcVirtualUserTable mailet.  It will be
compatible with the 2.1 release.  Given the scope of some of the code
change in that release, I'm not sure that any of the other patches will
be compatible.
