I was able to resolve this, and the new wiki helped, but it was Chris Mean's message

that opened my eyes.  I was just adding my custom jar files to the apps/james.sar file 
using winzip.  Winzip was storing the files without a path, so when they were 
extracted they were not in the sar-inf/lib directory.

The new wiki entry is much better than the previous version, but I think it could make 
it a little clearer that custom jar files need to be added so that when they are 
extracted they end up in james/sar-inf/lib.  I'm sure if I were more familiar with the 
internals of James it would make more sense.

Thanks for your help.  Now I can move forward with replacing our James 1.2 server 
(don't laugh... it works!)
