AFAIK, yes. Eventually we need to make it stop safely. If an email is
still in transit, I think it should get resent. There may be an issue
for messages that have been recieved but not yet written to the disc
(spool). This should be easier to achieve with the new versio of Avalon
- it's one of the reasons I wanted to get James moved over.
