Please don't send that privately. If I answer you alone, then I end up
repeating myself later. Not good.
Things to do:
#1. Website needs to be updated to same look/feel as Jakarta. I suggest
using the Jakarta-Site2 module as a dependency.

#2. Mailing lists need to be created on the apache.org server.
#3. CVS tree need to be moved over to apache.org server.
#4. I need a list of email addresses and names of people who will need
commit access (and I need to then tell Brian to create the accounts).
#5. Website needs to be checked out under the Jakarta site. The Jakarta site
also needs to be updated to have the James project in the navigation and the
rest of the pages...ie: cvs, mailing lists, etc (see the Jakarta-site2 docs
for more information).
It isn't an impossible amount of work, but a good portion of it can be done
by the public as all the websites are checked into CVS (ie: submit patches).
