Although denki can mean electricity, it looks like you are referring to lights, which
is also denki.

First maybe we should address the difference between tsuku and tsukeru.
denki ga tsuku means a light comes on.
denki o tsukeru means to turn on a light.

The -te imasu form of verbs indicates a current state. So, denki ga tsuite imasu means
a light is on. For an action verb, it indicates currently doing:
hashite imasu - running
tabete imasu - eating
But for a state of being verb, such as tsuku, it indicates the current state:
tsuite imasen - not on
haite imasu - in (within)

I've only heard the -te arimasu form a little, so I'm not sure that I can explain it
well, but I think it means in the state of having been done. So denki ga tsukete
arimasu would indicate the lights have been turned on, I think. But -te arimasu is not
used much.

So you would use o with tsukete imasu: denki o tsukete imasu, meaning turning on a
light.
