well, it means "in a manner of speaking" and online i found some examples 
and translation

iwaba kareha shi kara fukkatsu shitanoda =  He rose from the dead, so to 
speak.
kareha iwaba ikijibiki da  = He is, so to speak, a walking dictionary.
iwaba hotondo kojiki ni ieru  =one might say just as it says in the Kojiki
