No, I haven't tried precompiled programs. Where can I get them from?
I'm fairly sure jserv has been compiled into the httpd binary. If I do a
httpd -l, I can see mod_jserv.c in the list.

Sonds like jserv wasn't compiled into to apache or the dso not found.
I haven't seen this error before - have you tried to use a
pre-compiled apache and use jserv as dso?
