The same happened to me because I was using '/' as a separator in the
wrapper.classpath JServ property. You must use backslashes in the jserv
configuration files, even though the Apache docs recommend using forward
slashes in the Apache conf files.
If this doesn't help, replace your VM (wrapper.bin) with a perl script that
dumps the command line in jserv.properties, this should help diagnose the
problem. Also try "-verbose" as a JVM argument (wrapper.bin.parameters)
