Hi, I think you're experimenting the "module loading" order !
This is the same problem as people trying to use mod_rewrite BEFORE
mod_jserv.
So, this is described in FAQ here :

Just jump to section load-balancing using mod_rewrite, and, if you
can't get it working,
try to repost a message here saying "hey, I've got a problem like
mod_rewrite".
A lot of marvelous people are living here, and you'll be answered.
