Most likely jserv isn't running because of a configuration error.  The
standard "have you check that Apache-JServ.jar isn't 0 bytes long?"
Have you checked faq-o-matic?

"jserver.properties" is a non-standard name, if that's what you are
using make sure that it's reflected in your httpd.conf.  Also, you're
missing stuff if the above is your complete file.
