Well, I got it to start finally.  Important points:

1 - The default NT installation puts things under C:\Program Files with
spaces in the pathname.  This seems to screw things up when I try to
compile jserv, and other things as well.  I uninstalled, and
re-installed .....and changed the path to C:\apache and C:\apache\jserv

2 - I did need to compile the jserv stuff even though the jar file was
already there.  Not sure why exactly.  But when the jar file was in the
C:\apache\jserv\bin\java directory....along with the org dir full of
.class files..... things seemed to work.
