If your os is windows, then should follow this:

First, your Apache-JServ.jar file is 0 bytes long. Please download the
Apache-JServ-1.0b3.jar.zip file from the Apache JServ distribution page at
http://java.apache.org/jserv/dist/. After installing Apache JServ from the
.exe installer, delete the installed ApacheJServ.jar file, unzip and rename
the Apache-JServ-1.0b3.jar file to ApacheJServ.jar and put it in the same
location as the original .jar file.

Second, verify all your classpath and repository settings. If any of these
point to non-existent directories or a jar or zip file is misplaced, Apache
JServ will not start.
