I've got a simliar problem. My jserv.log shows the same entries as yours.
Do you have anything in your error_log file when this occurs? I get this in
mine when I start the server and the JVM fails:

Can't find class "org.apache.jserv.JServ"

I've gotten a fews comments from the list about paths and permissions but I
haven't been able to effect any change by altering them.
