Apache JServ runs under the Unix username that Apache runs under, if you start
it in automatic mode (or the username you run it with in manual mode).  Are you
positive that this username has read access to the JAR and ZIP files (and the
directories they are contained in)?  Have you triple-checked that the pathnames
are correct?  Either problem would cause the symptoms you are seeing.
