The easiest way to resolve this is to install the Apache Web Server, you
should then have apache.exe.  By the way you will also need jdk1.1 or
higher and jsdk2.0 (not 2.1).

If you are trying to run JServ within another Web Server or as a
standalone server, you will
need to perform the configuration yourself.  Some instructions have been
given recently for starting Jserv from the command line or as an NT
service.
