I had the same problem a couple days ago, and it turned out that I 
had inadvertently configured the security settings differently on the 
mod_jserv side (in jserv.conf) than I had on the servlet engine side 
(in jserv.properties). Check ApJServSecretKey in the former, and 
security.* in the latter.
