If you want to share the zone between virtual hosts you need to put your jserv 
directives in the shared portion of the http.conf
file.

If you want to have two (or more) different zones then you need to put the directives 
within the <VIRTUALHOST> directives and
presumably each would point to a different jserv.properties file.

Check your virtual host setup. I had set mine up using Apache for Dummies and it has 
some bad (or out of date) information. The
Apache web site set me straight.
