Wow. You totally wasted your time. There is quite a bit in the FAQ that
explains EXACTLY what to look for with that EXACT error message. Geez.

"Make sure that your permissions are set properly on your log files so that
the userid that the httpd runs under can write to them."

Sigh, I'm not quite sure how that wasn't clear.
