The reference implementation for jsp 1.0 doesn't quite work with jserv
2.0 ( used to be called 1.1DEV ) the forward and include stuff doesn't
work. I think its a bug in the implementation of the jsp reference
implementation ( i could be wrong and craig might of figured this one
out but I gave up to wait on the jsp source to aid in tracking the
problem down ).
