Hi Frank,
IMHO it is a bug in jserv 1.1b3 that it can't run with GNU make
called gmake.
I did it this way:
in directory <dir> create:
ln -s ..../gmake <dir>/make
prepend <dir> to your path
configure/compile/install jserv
