Many thanks for your answer, if I start it without the option -r Jserv starts
well, and that was my intension.

But the  use of the -r flag fails even if the engine is already started.
If I start the engine with
path_to_jdk/bin/java  org.apache.jserv.JServ
/usr/local/www/apache/conf/jserv.properties
everything works fine, but if I try to make a restart with
path_to_jdk/bin/java  org.apache.jserv.JServ
/usr/local/www/apache/conf/jserv.properties -r
then the engine stops running and the errormessage is the same:
ApacheJServ/1.1: Error found creating the socket:
java.net.ConnectException: Connection refused
