That's the problem. I have
jserv.conf:
ApJServAction .shtml /servlet/org.apache.servlet.ssi.SSI

root.properties:
servlet.org.apache.servlet.ssi.SSI.initArgs=SSISiteRoot=/users/www/SiteRoot,compresslarge=10000
