I don't know anything about Japanese, but I am sure that ISO-8859-1
is Latin alphabet used in Western Europe and USA and not Japanese alphabet.
According to the list of Java supported encodings at
http://java.sun.com/products/jdk/1.2/docs/guide/internat/encoding.doc.html
for Japanese you can use these encodings:
Cp930, Cp939, Cp942, Cp943, Cp33722, EUC_JP, SO2022JP, JIS0201, MS932, SJIS
while Netscape Communicator supports 'Shift_JIS' and 'EUC-JP'. UNICODE (UTF-8)
may be probably also used.
