I think you need to look at your Oracle docs.  The error message you describe
occurs when an incorrect hostname and/or port have been specified for
the connection setup.  Make sure that the URL and other parameters you
are using when you try to connect are actually what you think they are.
It is highly unlikely that JServ has anything to do with this connection 
problem.
